About FLLOCA
The Financing Locally-Led Climate Change Action (FLLoCA) Program will be implemented through two grants designed to incentivize counties to achieve key performance milestones.
The first grant is the County Climate Institutional Support (CCIS) Grant, which will provide USD 100,000 annually to each county for three years, beginning in FY 2021/22. This grant is intended to help counties establish institutional frameworks for climate action, meet access conditions for subsequent grants, and perform well on the measures required to qualify for the larger County Climate Resilience Investment (CCRI) Grant.
The second grant, the County Climate Resilience Investment (CCRI) Grant, will start one year after the CCIS Grant, in FY 2022/23, and will also run for three years. On average, qualifying counties will receive USD 1.25 million per year, with allocations determined by two key factors: (a) a performance-based formula and (b) county performance scores. As a result, the actual grant amounts will vary from USD 600,000 to USD 2.1 million, depending on each county’s performance and impact scores.
The CCRI Grant will support the implementation of County Climate Action Plans while encouraging counties to enhance their contributions to their County Climate Change Funds. It will also promote the mainstreaming of climate action, foster changes in attitudes and behaviors, and establish institutional processes that ensure long-term climate resilience.
This dual-grant approach is designed to provide the resources and the incentives necessary for counties to achieve meaningful progress in addressing climate challenges.
Scope of Work
The County Government of Nandi, Department of Lands, Physical Planning, Housing, Environment, Water, Natural Resources and Climate Change, through collaborations with other departments intends to implement several climate resilient projects to its completion.
